Dissolution
In August 2006, during an attack an Millenium City by Gamma, the young hero Cyclone was killed. Following Cyclone's death, the Red Arrow, leader of the Watch, disbanded the team.
Background
The Watch was established in 2006 by Senator John Maxwell (Captain Freedom) as a government-sponsored superteam stationed in Millenium City, and answerable to The Board.
Maxwell had worked in Senate for many years for a program that would establish government-sponsored superteams in America’s major cities. Due in large part to the rapid response, heroism, and sacrifices of superheroes during the 9/11 attacks and Hurricane Katrina, Maxwell was finally able to gain support for his program.
Although he has not yet been able to pass a bill that would fund teams in numerous U.S. cities, he was able to attach an amendment to an unrelated bill that established a one-year pilot program.
The federal government contributed to the establishment of one Special Talents and Abilities Team (STAT) in a single major city. Millenium City was chosen to be that city.
When the New Champions refused the offer to become the first STAT team, Maxwell and the Board next turned to the youthful heroes of the Next-Gen. Against the wishes of their mentor Nightraven, the heroes accepted Maxwell's offer, left Ravenswood Academy, and took up residence in the Steel Citadel as the Watch.
