The Board

Established in 2006 to oversee the trial implementaion of Sen. John Maxwell's (Captain Freedom)'s plan to establish government-sponsored superteams in major U.S. cities to respond to terrorist attacks, natural disasters and other emergencies. The first Special Talents and Abilities Team (STAT), the Watch, was formed in Millenium City after The New Champions refused the Board's offer to become the first STAT team.
